JOB TITLE:   Fishery Enhancement Biologist

TRIBAL DEPARTMENT:   Natural Resources Division, Fisheries/Wildlife Department

EMPLOYEE CLASSIFICATION: Exempt

JOB SUMMARY:     To provide technical support to the Tulalip Tribes in the development, operation, maintenance, and management of current and future fisheries enhancement programs that are technically sound, scientifically based, and in conformance with policies of the Tulalip Tribes. To work with technical representatives of other agencies to develop joint enhancement plans for shared resources. To represent the Tulalip Tribes on technical matters pertaining to fishery enhancement and the operation of hatcheries, as assigned by the Senior Fishery Management Biologist in coordination with the Hatchery Manager. To recommend enhancement programs and protocols to the Fisheries Director and Hatchery Manager.

EMPLOYEE REPORTS TO: Senior Fishery Management Biologist 

MINIMUM EDUCATION REQUIRED:    BS or higher degree in fisheries biology or closely related area.

SPECIFIC SKILLS, KNOWLEDGE, AND EXPERIENCE REQUIRED:  Must have a minimum of 2 years experience as a fisheries biologist with at least 2 years experience in fisheries enhancement or fish culture preferred.  Must also have experience in, or demonstrate competence in, salmon biology and salmon enhancement.  Must be competent in using personal computer software necessary for fishery management, including word processing, spreadsheet, database management, statistical analysis, internet web browser, and email.  Must be familiar with or capable of learning HATPRO or similar software developed by the Northwest Indian Fisheries Commission.  Must be able to perform routine statistical analysis of fishery data.  Must have good oral and written communication skills and be able to concisely and clearly communicate technical information to specialists and non-specialists.  A masters degree may be substituted for one year’s experience. 

PHYSICAL REQUIREMENTS: Must be able to operate a personal computer and other office equipment. Must have a currently valid Washington State drivers license or be qualified to obtain one.  Must be able to assist with hatchery operations, fishery sampling, and other field activities from time to time.

SPECIFIC DUTIES PERFORMED:

  1. Develop, review, and update plans for Tulalip Tribes salmon enhancement programs.  This includes the future brood planning document, equilibrium brood document, hatchery and genetic management plans, and other planning documents required by the Puget Sound Salmon Management Plan and other management plans or agreements the Tulalip Tribes may be a party to.
  2. Review other managers’ enhancement proposals pursuant to the Comanagers’ Disease Control Policy, the Puget Sound Salmon Management Plan, regional reviews of hatchery programs and other regulations, tribal policies, and agreements.
  3. Prepare Environmental Assessments, Environmental Impact Statements, NPDES, resource management plans, and other documents required for Tulalip salmon enhancement programs to comply with NEPA, TEPA and EPA regulations and the ESA. 

4.      Prepare grant proposals for research, monitoring, and capital construction projects to implement hatchery reform, Pacific Salmon Treaty funding related to salmon enhancement, BIA hatchery cyclical maintenance, and other funding opportunities.

  1. Serve as the principal technical contact regarding environmental impacts to the Tulalip Tribes salmon enhancement facilities water supply.  Provide technical support to Tulalip Tribes water quality program as needed.
  2. Serve as the Tulalip Tribes technical representative on the tribal Enhancement Services Steering Committee and other technical committees or bodies concerned with coordination of salmon enhancement activities among comanagers.
  3. Maintain databases of production information from Tulalip salmon enhancement facilities and assume responsibility for communication of production data between Tulalip enhancement entities, Tulalip fishery management personnel, and other fishery management agencies.
  4. Work with Tulalip harvest management staff to assure that harvest management plans are compatible with the hatchery program and that the hatchery program is compatible with harvest management plans.
  5. Perform other duties, related to the above, as assigned by the Senior Fishery Management Biologist.

TERMS OF EMPLOYMENT: Full time, 40 hours/week, regular hours are 8:00 AM – 4:30 PM, Monday – Friday, although working additional time and outside of these hours is often required as described in the Tulalip Human Resources Ordinance.  This is an exempt position meaning that hours of work are flexible, but there is no extra pay for overtime work.  Some travel within western Washington and limited overnight travel will be required.

PAY RANGE: $23.71/hr. to start
